
After conducting a special operation in the Ukraine the Russian military are now claiming to have uncovered a number of US-operated bio-labs. As a result of these raids they have released a list of Americans who, (they are claiming), have been coordinating bioweapons research at ‘Pentagon backed’ bio-labs.
On March 31st, the Russian Ministry of Defense (MoD) released the files procured by their forces in eastern Ukraine.
These files include communications between American financier Hunter Biden – son of US President Joe Biden – and figures who had been engaged in biological research which his investment company had been financing.
According to Russian MoD spokesperson Maj. Gen. Igor Konashenkov, these bio-labs were intended to …
“Create a central depository of especially dangerous micro-organisms in Kiev as well as being able to distribute biological agents via drones”

The files the Russians have released disclose the identities of some of the key American executives and scientists from Metabiota and Black & Veatch, and also officials from the US Defense Threat Reduction Agency (DTRA), who have been involved in biological research initiatives in the Ukraine.
Those named in the Russian media include:
US Defence Threat Reduction Agency (DTRA)

Below are the backgrounds of three of the principle players.
Robert Pope
From 2017 to 2020, Pope served as the DTRA’s deputy director of operations, readiness, and exercises. He formerly worked at the Pentagon, the US Air Force European Command (USAFE), and the US Central Command (USCC).
Pope was essential in the creation of radiochemical methods for monitoring international nuclear weapons treaties (Air Force Technical Application Center).
Between 2016 and 2019, Pope corresponded with Ukraine’s acting health minister, Ulana Suprun, an American-born Ukrainian who travelled to Ukraine to take part in the US-backed revolution in 2014.
Rhys M. Williams
Williams, who was formerly the agency’s director of development, test, and evaluation, ended up taking over for Pope as acting DTRA director in 2020. He oversaw the Pentagon’s project to establish capabilities for detecting, locating, and neutralizing foreign weapons of mass destruction and improvised explosive devices.
Williams was also Assistant Deputy Administrator for Nonproliferation at the US Department of Energy’s National Nuclear Security Administration (NNSA), which is in charge of the country’s nuclear arsenal.
Joanna Wintrol
At the Defense Threat Reduction Office of the US Embassy in Kiev, Wintrol oversaw DTRA programs in Ukraine until 2021.
According to emails released by the Ministry of Defense, she oversaw projects such as the UP-2 Project for “mapping highly infectious diseases in Ukraine,” including anthrax; the UP-4 Project for “risk assessment of particularly dangerous pathogens transmitted by birds in Ukraine during migration”; and the UP-8 Project for studying “spread of Crimean-Congo hemorrhagic fever virus and hantaviruses in Ukraine and the potential need for differential diagnosis of patients with suspected leptospirosis.”
According to previously disclosed records Wintrol also headed Project P-782, which investigated disease transmission through bats.
In early 2021, Wintrol switched to Chemical Security and Elimination (CSE) program. CSE was previously known as the Chemical Weapons Elimination (CWE) and the Chemical Weapons Destruction (CWD) programs.
According to a DTRA document those projects started back in 1992.
At the time the agency said,
“The intention is to build the capacity of the states of the Former Soviet Union (FSU) to reduce the threat from chemical weapons (CW) by securing and eliminating CW stockpiles, chemical research capabilities, and production facilities, while also redirecting scientists to peaceful purposes.”
Black & Veatch

Back in 2010 Black & Veatch (B&V) were commissioned by the US Defense Threat Reduction Agency to build a bio-lab in Odessa.
The company’s website said that the project was to,
“Enhance the government’s existing surveillance systems to detect, report and respond to bioterrorism attacks, epidemics and potential pandemics.”
Below are the principle players in Black and Veatch.
Steven L. Edwards
Black and Veatch is an American engineering business that has been a Pentagon contractor for a range of building projects. Edwards joined the firm in 1978 has been their CEO since 2013.
Black & Veatch has long been known to collaborate with the Pentagon on initiatives in Ukraine. Records procured by Russian forces earlier this month divulged the company’s role in supervising many of the biological programs in the country.
These programs include the UP-8 project, which analyses Crimean-Congo hemorrhagic fever, leptospirosis, and hantaviruses.
Lance Lippencott
Since 2011, he has served as the project manager and biological project coordinator for Black & Veatch in Ukraine. Back in August 2021 he informed the Kansas City Business Journal that his efforts in Ukraine on airborne biological agents had aided Black & Veatch in developing a system for cleaning air of SARS-CoV-2 virus particles, the pathogen that induces COVID-19.
Lippencott is also a West Point graduate of the United States Army Military Academy.
A report from Ukraine’s Kherson region’s Security Service was included in one of the papers disclosed by the MoD.
In the paper it mentioned,
“A potential threat to the epidemiological and epizootic situation in our country that has recently come to light as a result of DTRA’s intentions through Black & Veatch to establish control over the functioning of Ukrainian microbiological laboratories that conduct research into particularly dangerous pathogens that can be used to create or upgrade new types of biological weapons.”
David Mustra
Issues of biomonitoring and transfer of information were supervised by David Mustra, who is closely associated with another Pentagon contractor, Metabiota.
Previously, he led military bio-projects in Ukraine and Eastern Europe as part of the Cooperative Threat Reduction Program.
Mustra was the firm’s biosafety recruitment manager in the Ukraine, as well as the biosurveillance control manager and the research and development director.
Metabiota

According to some of the e-mails found on Hunter Biden’s computer, which was abandoned at a Delaware repair shop in April 2019 as Joe Biden ran for president, Rosemont Seneca Technology Partners invested $500,000 in the San Francisco pathogen research company Metabiota and they raised millions more through other investment firms including Goldman Sachs.
Here are three of the main players in Metabiota.
Mary Guttieri
Guttieri holds a doctorate in microbiology from UMass Amherst. She has served as Metabiota’s Executive Vice President from 2014 to 2019.
She was formerly the company’s Vice President of Technology and Science Administration.
At Labyrinth Global Health, she was the head researcher.
Guttieri was the integrator of research programs for the US biology program in Ukraine. She oversees the implementation of biological programs involving the study of animals as disease vectors.
Nita Madhav
Since 2019, Madhav has been Metabiota’s CEO. She has a PhD in Public Health, and focuses in epidemiology and pandemics.
The Russian Ministry of Defense claim that there is no evidence that she has ever been in charge of any biological activities in Ukraine.
Scott Thornton
Between 2006 and 2016, Thorton worked for Metabiota as a senior microbiologist and lab start-up coordinator.
For the past 20 years he has also served as a research microbiologist and the chief of the US Navy’s Threat Assessment Department.
As per his LinkedIn CV profile says Thornton “conducted research on disease agents of military relevance, especially enteric pathogens” at covert sites, one of which is in Cairo, Egypt.
Thornton has also advised local workers in DTRA projects within the Ukraine on extremely hazardous pathogens and other epidemic disease-related concerns.
He also organised the update of reference labs in Ukraine to biosafety level 3 (BSL-3) , which can be used to research contagious agents or toxins that can be spread via the air and induce potentially deadly infections.
Hunter Biden

The now infamous Hunter Biden laptop contained a trove of emails, text messages, photos and financial documents which had been exchanged between Hunter, his family and business associates.
As the American general public are no doubt aware many of the files on Hunter’s laptop detailed how the president’s son used his family name and political connections as leverage in his overseas business dealings.
However Russia asserts that according to some of these Biden e-mails (which have been reviewed by The New York Post) it seems that President Biden’s son Hunter was “financing biological laboratories in the Ukraine”.
The e-mails do seem to prove beyond reasonable doubt that Hunter Biden had played a pivotal role in helping Metabiota, the California based defence contractor, analyse killer diseases and bioweapons in Ukraine.
Moscow continues to justify its claim that secret American biological-warfare labs in Ukraine were justification for its invasion of the Ukraine last month.
On Thursday of last week the Russians doubled down on their accusations, claiming that some of the bio labs in the Ukraine were producing biochemical weapons – at the Biden family’s behest.
In Russia’s State Duma the speaker, Vyacheslav Volodin said,
“US President Joe Biden himself is involved in the creation of bio-laboratories in Ukraine.
An investment fund run by his sun Hunter Biden funded research and the implementation of the United States’ military biological program.
It is obvious that Joe Biden, as his father and the head of state, was aware of that activity.
The American Government are obliged to explain to the world community the evidence concerning the activity of biological laboratories discovered in the course of the military operation in Ukraine.
The US Congress must conduct its own investigation”
He also stated that involved in the same program was the fund of the “notorious mastermind of colour revolutions, George Soros, who openly calls for changing government in our country.”
Volodin said.
“This issue will be promptly examined by a special parliamentary inquiry into the circumstances of the creation of biological laboratories in Ukraine by US specialists.”
The released files, if genuine, do appear to show that Hunter introduced Metabiota to officials at Burisma, the Ukrainian gas company where he was a board member, for a “science project” involving bio-labs in the Ukraine.
The files also show a memo written in 2014 by a Metabiota official to the then-vice president’s son saying the company could “assert Ukraine’s cultural and economic independence from Russia.”
Metabiota vice president Mary Guttieri also wrote to Hunter about geopolitical issues involving the company’s research in the former Soviet republic in April 2014, two months after Russia invaded and annexed the Crimea region.
Her memo reads,
“As promised, I’ve prepared the attached memo, which provides an overview of Metabiota, our engagement in Ukraine, and how we can potentially leverage our team, networks, and concepts to assert Ukraine’s cultural and economic independence from Russia and continued integration into Western society.”
A few days later, Burisma executive Vadym Pozharskyi wrote to Hunter Biden about “an as you called it ‘Science Ukraine’ project.”
His e-mail read.
“As I understand the Metabiota was a subcontract to principal contactor of the DoD B&V [engineering firm Black & Veatch].
What kind of partnership Metabiota is looking for in Ukraine?”
Later in 2014 the US government awarded a $23.9 million grant to Metabiota, with $307,091 being allocated for “Ukrainian research projects,”

According to the e-mails Hunter Biden then started bragging to other investors that it was his company which had organised the above funding grant for Metabiota. He also told them that his company had also helped Metabiota to “get new customers” and that these included a number of “ US government agencies.”
Hunter Biden’s ventures in the Ukraine raised the eyebrows of a former CIA officer, Sam Faddis, who told the Mail :
“His father was the vice president of the United States and in charge of relations with Ukraine. So why was Hunter not only on the board of a suspect Ukrainian gas firm, but also hooked them up with a company working on bioweapons research?”
And Finally….

Some might say that this release of documents is an obvious Russian propaganda attempt. However it doesn’t change the fact that there does seem to be something here that needs to be investigated further.
It should be noted that on March 9 the US Under Secretary of State for Political Affairs, Victoria Nuland, while testifying before the US Senate’s foreign relations committee, acknowledged that in Ukraine there were some facilities conducting clandestine biological research and that Washington was keen to prevent Russian forces from gaining control of these facilities.
It should also be noted that on February 26, 2022, the United States embassy in the Ukraine removed all the links on their website to the 15 bioweapon laboratories which they are currently operating in that worn torn country.
